Why does it take a long time for the computer to recognize an unformatted floppy disk?

It takes a long time for the computer to recognize an unformatted floppy disk when
- An unformatted floppy disk is being accessed.
It takes a long time for the machine to display the line Do you want to format it?.

- An unformatted floppy disk is being formatted.
It takes a long time for the Format dialog box to appear.

This symptom occurs due to the specifications of Operating System and the VAIO computer.
