Why don't some programs create shortcuts for all user accounts covered by Fast User Switching?
Some programs do not create shortcuts for all user accounts covered by Fast User Switching.
This symptom occurs because the programs do not support multiple users on the same computer.
To resolve this symptom, create a shortcut for the program and copy the shortcut to the Start menu of each user that accesses the program.
